Where an authority may ask what a system did and under whose authority, the ability to answer has to be designed in. Evidence infrastructure is a distinct layer from the runtime that produces the decisions.

Engagement follows the staged pathway set out on the licensing overview: a non-confidential introduction, a scope and eligibility review, and only then any bounded technical evaluation under appropriate confidentiality.
