CIVITERA AIBOS is a patent-pending constitutional runtime for autonomous agents. Its subject is the moment before an action is taken: whether the agent is authorised to take it, under whose authority, and within which limits. Constraints are evaluated as a precondition of execution rather than as a review of what an agent has already done.

Autonomous systems are being granted consequential latitude faster than the means to bound it. The prevailing controls are behavioural — training objectives, system prompts, output filters — and they describe intended conduct without structurally preventing departure from it. Oversight then arrives after the fact, when the action has already had effect. For institutions carrying legal responsibility for what their systems do, describing intent is not the same as constraining behaviour.

AIBOS holds a machine-enforceable expression of what an agent may do, sourced from institutional authority rather than from the agent itself. Proposed actions are resolved against that expression before execution, so an action outside the permitted envelope does not occur and is recorded as refused. Because authority is explicit, an action can be attributed to the mandate that permitted it — which is the property institutional accountability actually requires.

The value is structural rather than behavioural: an agent bounded at execution cannot exceed its mandate merely by being persuaded to. For institutions deploying autonomy into consequential settings, this converts governance from a matter of confidence in a model into a property of the runtime. The relevance grows as accountability obligations attach to autonomous action, and as institutions are asked to show not that a system behaved, but that it could not have behaved otherwise.
