Export control comes first

Parts of the estate are defense-adjacent or dual-use. Counterparty, jurisdiction, and intended end use are reviewed against applicable export-control and sanctions obligations before any technical disclosure occurs. This ordering is not negotiable and applies before an evaluation begins.

Sovereign deployment

Public authorities frequently require that governance and processing remain within their own jurisdiction. That is an architectural requirement, and it is one of the concerns the estate is designed around.

Engagement follows the staged pathway set out on the licensing overview: a non-confidential introduction, a scope and eligibility review, and only then any bounded technical evaluation under appropriate confidentiality.

This describes how engagement typically proceeds, not a process any counterparty is entitled to. Not every enquiry leads to an evaluation, a confidentiality agreement, or an agreement of any kind, and CIVITERA may decline at any stage without stating a reason.
