CIVACE is a patent-pending compliance engine that governs a digital platform at the level of the individual feature. Rather than treating a platform as a single object that is either permitted or suspended, it allows a specific capability — a recommendation surface, a messaging affordance, a discovery mechanism — to be constrained, conditioned, or withdrawn while the rest of the service continues to operate.
Platform obligations increasingly attach to particular features and particular categories of user rather than to the service as a whole. A duty may bite on how content is recommended to a minor, or on which affordances are available to an unverified account, and not on the platform generally. The enforcement instruments available today are far coarser than the obligations: a platform is warned, fined, or blocked in its entirety. That mismatch makes proportionate enforcement difficult for authorities and makes compliance an all-or-nothing engineering problem for operators.
CIVACE expresses obligations as conditions attached to features, evaluated against a risk classification for the account or context in question, and resolved before the feature is served. Decisions are jurisdiction-sensitive, so the same platform can satisfy different obligations in different territories without maintaining divergent codebases. Because each decision is produced by an explicit rule rather than inferred after the fact, the engine emits an evidentiary record of what was applied and why.
For operators, feature-level governance converts an existential compliance exposure into a bounded engineering surface, and makes it possible to demonstrate what was enforced rather than assert it. For authorities, it makes proportionate intervention technically expressible. The architecture also anticipates circumvention as a first-class concern: age and risk signals are treated as contestable rather than authoritative, which is the condition regulators are converging on.
