CIV-ROS UNIVERSE is a patent-pending operating substrate for coordinating autonomous systems that were never designed to work together. It concerns the layer beneath individual robots and vehicles: how their coordination, accountability, and interoperability are governed when they cross vendor boundaries, jurisdictions, and operating domains.
Autonomous systems are multiplying across civil, industrial, defense, and space environments, each arriving with its own control stack, identity scheme, and assumptions about authority. Where they must operate in the same space, no common substrate governs how they interoperate or how responsibility is established between them. Coordination is currently arranged bilaterally, which does not survive scale and leaves no consistent account of what a mixed population of systems actually did.
The substrate supplies what heterogeneous autonomy needs in common: identity that remains meaningful across vendors, an override path that stays available to the institution responsible for the operating environment, and forensic accountability that holds across domain boundaries. It is engineered so that a system entering an environment can be governed on the environment’s terms rather than only on its manufacturer’s.
The value is jurisdictional as much as technical. An institution answerable for what happens in its territory, airspace, or facility needs authority that does not stop at a vendor boundary. Supplying that as infrastructure — rather than negotiating it system by system — is what makes mixed autonomous operation governable as the number of participants grows.
