CIVNET

CIVNET is a patent-pending cross-vendor governance system for defense and critical-infrastructure operations. It addresses the moment when equipment and software from several independent suppliers each recommend a course of action, and one authenticated, traceable decision has to emerge from them under legal and operational constraint.

Operational environments are assembled from vendors who did not design for one another. Each system reasons within its own scope and produces its own recommendation, and where those recommendations conflict there is no common framework to arbitrate between them. Resolution falls to operators working at speed, and the resulting decision is difficult to authenticate and harder to reconstruct afterwards — which is untenable where the action carries legal weight.

CIVNET arbitrates between competing vendor recommendations and resolves them into a single validated course of action, authenticated at the point of decision and traceable through every step that produced it. Accountability is a property of the arbitration itself rather than something reconstructed later from separate vendor logs, so the record of who recommended what, and on what basis a decision was taken, survives intact.

For integrators and operators, the value is that multi-vendor assembly stops being a governance liability: heterogeneous systems can act together without surrendering auditability. For the authorities that oversee such operations, an arbitrated decision with an intact provenance chain is examinable in a way that a consensus reached informally between systems is not.
